UTILITY REGULATORY & SAFETY INVESTIGATOR II

POSITION DETAILS
Full-time Merit (18A) - The position is not exempt from FLSA requirements for time and a half overtime compensation. The employee will earn time and a half for time worked in excess of 40 hours per work week.

Pay Grade 13 (MIN-MID) $32,042.40 - $42,656.40 yearly at 37.5 hour work week.

JOB DESCRIPTION & ESSENTIAL FUNCTIONS
This position will perform natural gas utility inspections and investigations to ensure the utility is in compliance with regulations and statutes which protect consumers and promote safety. Analyze utility audits and draft correspondence in accordance for the utility to reconcile any compliance issues that exist. Prepare timely reports to internal and/ or external organizations summarizing the state of the utility inspections for the Division.

Performs professional level duties in the investigation of utility companies for compliance with laws and regulations governing the operation of public utilities; and performs other duties as required.

Work is performed in both an office setting and in the field. Incumbents may be required to carry heavy and potentially hazardous test instruments, and traverse uneven and hazardous terrain in all weather conditions. Potential exposure to harmful chemicals and dangerous environments.

MINIMUM REQUIREMENTS
Qualifying: All candidates who apply and meet the minimum requirements are eligible for placement on the register for hiring consideration.

Education:
Graduate of a college or university with a bachelor's degree or associate's degree in engineering technology, fire science or a related field.

Experience:
Must have two years of experience in the operation, regulation, safety or engineering design of a utility or utility related industry.

Substitute Education for Experience Related technical or vocational school training will substitute for the required experience on a year-for-year basis.

Two years additional experience in engineering technology, fire science or a related field will substitute for the required education.

USDI is seeking a Natural Gas Specialist/Technician to perform compliance activities and services for owners and operators of natural gas facilities.  The job will encompass all aspects of field and office activities in our Kentucky division.  The technician will be responsible for tasks including, but not limited to: 

  • CP & leakage surveys, pipeline patrols, and remedial action

  • Odorization testing and reporting

  • Inspections of mains and services

  • Emergency valve inspections and maintenance

  • Regulator and relief valve installation, testing, and maintenance

  • Maintain Operator Qualification (OQ) certification

  • Plans and manuals review, update, and implementation

  • Compliance records and documentation 

MINIMUM QUALIFICATIONS  

  • High school diploma, or equivalent

  • Self-motivated with the ability to work independently with minimal supervision

  • Possess good written and verbal communication skills

  • Physically prepared for hands-on job tasks in all types of weather conditions

  • Willingness to travel, including overnight stays

  • Experience with natural gas industry highly preferred

  • Experience with GPS systems and/or CAD/GIS software a plus
